The concept of TQM can vary depending upon who defines it. In the British NHS those providing such definitions invariably consist of Quality Managers, Quality Officers or whosoever has responsibility for implementing TQM in their organisation and services. A model for conceptualising the requirements for the attainment of TQM in the provision of healthcare within the NHS and a distillation of some of the operational definitions of quality in the service are presented and assessed in this case study.
